China National China National International Cultural Trade Base (Sanya) was officially accredited on October 19, 2023, by the Ministry of Culture and Tourism of the People’s Republic of China and the Ministry of Commerce of the People’s Republic of China. It is jointly guided by the Ministry of Culture and Tourism and the Ministry of Commerce, in collaboration with the Publicity Department of the Communist Party of China Central Committee and the National Radio and Television Administration.
It is a national-level foreign cultural trade base and the only comprehensive platform in Hainan Province that has received this honor.
国家对外文化贸易基地(三亚),由中华人民共和国文化和旅游部、中华人民共和国商务部于 2023 年 10 月 19 日正式授牌。由文化和旅游部、商务部会同中宣部、国家广电总局联合指导。
是国家级对外文化贸易基地、也海南省唯一获此殊荣的综合性平台。

China National International Cultural Trade Base (Sanya) settled in the Cultural Relics and Art Center of Sanya CBD on June 25, 2024. Relying on the “zero-tariff” policy dividends of Hainan Free Trade Port and the development opportunity of building an international tourism and consumption center, the Base focuses on characteristic fields such as cultural relics and art trading, Chinese traditional intangible cultural heritage (ICH) craftsmanship, and tourism trade. It has built an “one-stop” service system integrating ICH culture, policy consultation, financial services, legal protection and international cooperation, introduced core cultural institutions including the DayaTang ICH Inheritors Alliance, and simultaneously absorbed diverse cultural forces such as the ICH Inheritors Alliance.
国家对外文化贸易基地(三亚)于 2024 年 6 月 25 日入驻三亚 CBD 文物艺术中心。依托海南自贸港 “零关税” 政策红利与国际旅游消费中心建设契机,基地聚焦文物艺术品交易、中国传统非遗手工技艺,旅游贸易等特色领域,打造集非遗文化,政策咨询、金融服务、法律保障、国际合作于一体的 “一站式” 服务体系,引入大雅堂非遗传承人联盟等核心文化机构 ,同步吸纳非遗传承人联盟等多元文化力量。
The Alliance is composed of more than 70 ICH inheritors of tea-making, tea utensil craftsmen and tea culture scholars, covering over 30 ICH techniques including Jingdezhen ceramics, She inkstone making and silver forging. Its restored Song Dynasty tea room aesthetic scenes and ICH works such as F.T.L. ‘s “Guanxianghong” black tea have carried out cross-border live broadcasts and cultural promotion through the national foreign cultural trade platforms built by the Base – including the Global Independent Station (supporting 6 languages), as well as international platforms such as TikTok and YouTube. This promotes Chinese tea culture, ancient-style utensils and spatial aesthetics to enter the global vision in the form of “Chinese cultural luxury goods”.
该联盟由 70 余位制茶非遗传承人、茶器匠人、茶文化学者组成,涵盖景德镇陶瓷、歙砚制作、银器锻制等 30 余项非遗技艺,其复原的宋代茶室美学场景与丰泰隆 “冠香红” 红茶等非遗作品,已通过基地搭建的国家对外文化贸易基地(全球独立站(支持 6 种语言) 及 TikTok、YouTube 等国际平台,开展跨境直播与文化输出,推动中国茶文化,古法制器物,空间美学、以 “中国文化奢侈品” 形态进入全球视野。

- Its first core brand “F.T.L. 豐泰隆” originates from the Tanyang Gongfu Black Tea craftsmanship inherited for six generations since 1851. It was once selected as the special tea supply for the British royal family and entered top international auction houses. Today, as a key ICH benchmark project incubated by the Base, it connects tradition and modernity through a century-old tea heritage.
- With China Hainan International Cultural Relics and Art Trading Center as its core carrier, the Base builds a pioneering demonstration zone for the cultural relics and art industry.

In terms of event content, the Base not only hosts international cultural exchange activities such as the “Dialogue and Integration – Sino-Italian Artists Exchange Exhibition” (e.g., a two-way exhibition featuring over 100 works by nearly 30 Chinese and Italian artists) but also focuses on domestic ICH (Intangible Cultural Heritage) promotion. It has joined hands with DayaTang ICH to launch “ICH Journey Across Thousands of Miles” tea tourism experiences and “Elegant Tea Utensils” special auctions (with a total of 65 sessions). Additionally, it has produced ICH protection promotional videos in collaboration with media outlets like CCTV’sExploration and Discovery, presenting the charm of techniques such as Mengshan tea production and Jingdezhen thin-bodied porcelain in a multi-dimensional way.
During the 2024 “Colorful China – Festive Treasures” event, the Base joined forces with brands including F.T.L. 豐泰隆,integrating Tanyang Gongfu Black Tea with Sanya’s cultural and tourism IPs such as the yacht industry and theme parks, forming a distinctive “tea + tourism” promotion model. The overseas communication of relevant content reached over 740,000 people.
活动内容方面,基地既举办 “对话与融合 —— 中意艺术家交流展” 等国际文化交流活动(如近 30 位中意艺术家 100 余件作品参展的双向展示),也深耕国内非遗传播:联合大雅堂非遗推出 “非遗万里行” 茶旅体验、“司茶雅物” 专场拍卖(累计 65 场),并通过 CCTV《探索发现》等媒体拍摄非遗保护宣传片,立体呈现蒙山茶制作、景德镇薄胎瓷等技艺魅力。
2024 年 “多彩中国 佳节好物” 活动中,基地联动丰泰隆等品牌,将坦洋工夫红茶与三亚游艇产业、主题乐园等文旅 IP 结合,形成 “茶 + 旅游” 的特色输出模式,相关内容海外传播覆盖超 74 万人次。

Based on Sanya’s unique advantage as an international tourist city, the Base deeply integrates the “culture + tourism” development model. It not only relies on natural endowments such as the blue sea, clear sky and tropical style to attract global tourists, but also enables tourists to experience the charm of Chinese culture during their vacations through immersive cultural and tourism brand activities (such as the “Dragon Soaring in Sanya, Warm Chinese New Year” series) and ICH (Intangible Cultural Heritage) displays.ICH Inheritors Alliance .

In the future, the Base will further leverage the advantages of the Free Trade Port’s institutional innovation, take institutions like DayaTang ICH as bridges, strengthen cultural cooperation with countries along the “Belt and Road” Initiative, and strive to become a frontier hub for Chinese culture to “go global” and a Hainan model for international cultural exchanges.
